Insurance that’s purpose-built for Canada’s public sector

Landscape
Tributary Public Risk (TPR) was created to serve the unique needs of Canada’s public sector. With deep roots in municipalities, schools, crown corporations, and risk pools, we deliver coverage that reflects how public entities operate.
We partner with all licensed brokerages, and through our partnership with Canoe Procurement, TPR combines broad reach with local accountability. TPR has invested heavily in IT capabilities to prioritize service, transparency, and data-driven insights.

Leadership team

Meet the industry veterans that lead Tributary Public Risk, sharing their expertise and knowledge with clients across Canada.
Chris Lorne
Chris Lorne
CEO
Chris brings 26 years of experience in the insurance industry, with a career spanning underwriting, broking, and executive leadership across both insurers and a global brokerage. While he’s earned senior titles and recognition throughout his journey, he’s most proud of the trust and long-term partnerships he’s built with clients.
Since relocating to Canada in 2008, Chris has focused on serving the public sector, working closely with municipalities, crown agencies, and public institutions across the country. His passion for client-centric service led to the founding of TPR, a Managing General Agent built to challenge industry norms. At TPR, the philosophy is simple: if clients don’t feel a difference working with the team, then the company hasn’t truly differentiated itself.
Originally from Manchester, UK (a lifelong Manchester United supporter), Chris became a Canadian citizen in 2023. He now lives in Alberta with his wife, two teenage daughters, and their dogs.

With roots in the area of procurement for the public sector, TPR offers procurement-grade discipline in its approach to insurance, and is in a unique position as the only Canada-domiciled Managing General Agent purpose-built for public sector clients.
